Mechanism design of reverse auction on concession period and generalized quality for PPP projects

摘要: Reverse auctions of PPP projects usually require the bid to specify several characteristics of quality and the concession period to be fulfilled. This paper sets up a summary function of generalized quality, which contributes to reducing the dimensions of information. Thus, the multidimensional reverse auction model of a PPP project can be replaced by a two-dimensional direct mechanism based on the concession period and the generalized quality. Based on the theory of the revelation principle, the feasibility conditions, equilibrium solution and generalized quality requirements of such a mechanism, considering the influence of a variable investment structure are described. Moreover, two feasible multidimensional reverse auctions for implementing such a direct mechanism: Adjusting the scoring function and establishing a special reverse auction rule are built. The analysis shows that in these types of reverse auctions, optimal allocation can be achieved, the social benefit under the incomplete information will be maximized, and the private sector with the highest integrated management level wins the bid. In such a direct mechanism, the investment and financial pressure of the public sector can be reduced.

摘要: Public-private-partnership(PPP)融资模式克服了build-operate-transfer(BOT)模式中两个最关键的缺点,即项目前期工作的周期过长以及投资方和贷款人风险过大PPP融资模式比BOT模式更优越,效率更高,风险分配更合理,项目融资的成功可能性也更大,而且在PPP模式下,政府部门拥有一定决策权和控制权。渤海海峡跨海通道可以借鉴PPP融资模式。

Sustainable public-private partnerships: Balancing the multi-actor ecosystem and societal requirements

摘要:

The funding gap of public infrastructure networks (roads, railways, ports, electricity, and energy lines) can be solved partly by introducing private capital for investments, i.e., public-private partnerships (PPP). This paper introduces an integrated model of a PPP project and investigates its implications on PPP policies and strategies regarding appropriate project appraisal and selection. The model has different resolution levels, namely, project level, business ecosystem level, and market and societal levels. The integrated model suggests that investing in merely financially viable projects is insufficient to realize economically and socially sustainable and acceptable projects.

中国城市轨道交通可持续发展的工程管理议题

中国大力发展城市轨道交通,是加速城镇化建设和实现可持续发展的重大战略举措。城市轨道交通可持续发展的核心议题,就是以轨道交通建设引导城市发展(TOD),整合资源以激发、创造轨道和城市发展的正能级,创新体制和创新技术以优化资源配置,吸引民间资本参与轨道交通的投资、建设和运营,实现可持续的多赢目标。本文剖析香港“铁路+物业”综合发展模式的内涵,以深圳地铁6 号线TOD研究项目为例,讨论中国城市轨道交通可持续发展的工程管理议题,探索轨道带动新城镇发展和城镇发展反哺轨道建设的可持续发展模式。

Theoretical Analysis of Public Rental House Supply

摘要: The public rental house (PRH) plays a significant role in our housing security system. Using the theory of public goods, both government and private enterprises have advantages and disadvantages in supplying the PRH. In order to optimize the present supply system of the PRH, this article introduces the delivery pattern of public and private partnerships (PPP) into the government allocation system, and improves it into public-intermediary-private-partnerships (PIPP), a new supply system through government, private enterprises and intermediary organization cooperation. It helps to better achieve the security role of the PRH in our society.

Building of Post-project Management

摘要: Traditional project management often ignores problems arising after project completion such as value changing, functional decline, waste of resources and environmental pollution during the operation and dismantling process. This paper advances the concept of “post-project”, builds a framework for post-project management with case analysis, as the social development and new requirements for project management by environmental protection. Post-project refers to a project which no longer possesses normal value, because of loss after use, inability to adapt to new requirements, artificial destruction, damage beyond control, and deprivation of value after the completion of the project. Post-project management encompasses a series of management and technical activities including updating, reforming, removal, recovery, and recycling. The process of post-project management is composed of classification and characteristics of post-projects, management decisions, implementation, and evaluation. Post-project management can realize the sustainable development of project and society.

Linking elements to outcomes of knowledge transfer in the project environment: Current review and future

摘要: A project is a specific effort to create a unique product, so it is a favorable place for knowledge creation and development. Knowledge can be transferred inside and outside projects and their parent project-based organizations, thus affecting project performance and organizational competitiveness. However, the current research on the elements and outcomes of knowledge transfer (KT) in the project environment lacks completeness and clarity, and that on the different levels of KT is fragmented. This study aims to conduct comprehensive research to determine and link the elements and outcomes of KT in the project environment. The authors systematically analyzed the relevant literature from 2000 to 2021, which showed an increasing publication trend. They divided KT in the project environment into three levels according to the transfer scenario: Intra-project, cross-project, and cross-organizational KT. Five-dimensional transfer elements and two-dimensional transfer outcomes were then identified and analyzed from previous literature. Lastly, the relationships between the transfer elements and outcomes were gathered to create a comprehensive model. Importantly, the knowledge gap in the current literature was highlighted, and future research directions were put forward. This study builds a theoretical framework linking transfer elements to outcomes that can serve as a basis for scholars and practitioners to develop effective strategies for KT in the project environment.

Improving Internationally Core Competences Based on the Capabilities of Precise and Accurate Project

摘要: Modern international project management has entered the phase of precise and accurate project management after the global financial crisis broke out at the beginning of the 21 century. However, its development has faced new challenges since there has been lack of explicitly unanimous definition for the capability dimensions of precise and accurate project management, as well as the models and their process control parameters. The required core capabilities based on the precise and accurate project management for various rings are involved in the project life cycle, namely, the required internationally core competences and their components for the phases of project strategic planning and decision making in the early project phase, as well as the value engineering, and the project supervision and controls during the execution phase. Through studying the effects of the internationally core competences based on precise and accurate project management capabilities for the success and excellence of projects and configuring such models, the goal is to help the main contractors continuously obtain project success and excellence, thus improve its internationally core competences with continuous project success and excellence.

A Study of the Functional Mechanism of Petrochemical Engineering Construction Project Management

摘要: This paper, proceeding from the project construction process, the management mode and the implementation way, makes an in-depth study of the environmental characteristics and the managerial elements of petrochemical engineering construction project, revealing the inherent laws, establishing a theoretical model, and proposing a theory of the mechanisms of construction project management; and presents profound revelations found for construction project management in petrochemical engineering in seven aspects, which can play a guiding role in improving the managerial performance of petrochemical construction project. The theory established proposes that: The construction project management in petrochemical engineering is a complex systematic process, formed of 5 phases and 55 sub-processes of management, and exposed to many factors of influence; the environmental characteristics and managerial elements exercise positive impacts on managerial performance, but different factors have different impacts and act in different ways on managerial performance; the managerial elements of petrochemical engineering construction project are tiered, transferable, systematic and quantifiable, and the role of managerial elements in the managerial performance can be systematically integrated, quantitatively explained and transferred in a multi-level way.

Organizational evolution of project management teams over the whole lifecycle of megaprojects: Case study

摘要: Project management teams are critical in the implementation of megaprojects, but their evolution throughout the project lifecycle has not been clearly explained. This paper explores the organizational evolution of megaproject management teams through a longitudinal retrospective case study of the Hong Kong–Zhuhai–Macao Bridge (HZMB) project. The organizational evolution is examined in terms of management objectives, management content, and organizational structure. The organizational evolution of the HZMB project management team exhibits stage differentiation with the coexistence of turbulence and stability. Changes in the external environment are the driving force for organizational evolution, whereas a flexible organizational strategy is critical in promoting this evolution. Basing on the HZMB case study, this paper summarizes six critical measures that facilitate the organizational evolution of megaproject management teams. Our findings add value to megaproject management theory and provide a better understanding of the dynamics and complexity of megaproject organizational management.

Hybrid genetic algorithm for bi-objective resource-constrained project scheduling

摘要: In this study, we considered a bi-objective, multi-project, multi-mode resource-constrained project scheduling problem. We adopted three objective pairs as combinations of the net present value (NPV) as a financial performance measure with one of the time-based performance measures, namely, makespan ( ), mean completion time (MCT), and mean flow time (MFT) (i.e., min /max , min /max , and min /max ). We developed a hybrid non-dominated sorting genetic algorithm II (hybrid-NSGA-II) as a solution method by introducing a backward–forward pass (BFP) procedure and an injection procedure into NSGA-II. The BFP was proposed for new population generation and post-processing. Then, an injection procedure was introduced to increase diversity. The BFP and injection procedures led to improved objective functional values. The injection procedure generated a significantly high number of non-dominated solutions, thereby resulting in great diversity. An extensive computational study was performed. Results showed that hybrid-NSGA-II surpassed NSGA-II in terms of the performance metrics hypervolume, maximum spread, and the number of non-dominated solutions. Solutions were obtained for the objective pairs using hybrid-NSGA-II and three different test problem sets with specific properties. Further analysis was performed by employing cash balance, which was another financial performance measure of practical importance. Several managerial insights and extensions for further research were presented.
